In this book, participation in the arts is analyzed as a substantial contributory factor to European citizenship, and also as a tool for improving individual and societal wellbeing through educational and inclusive policies. It offers an up-to-date overview of ongoing research on the measurement and analysis of, and prospects for, traditional and new forms of cultural engagement in Europe. It describes and assesses available methods and participation in the arts and seeks to determine how and to what extent the various drivers, policies and barriers matter. This publication is the final output of the work done by the members of the EU Project ¿Assessing effective tools to enhance cultural participation,¿ which brought together social scientists and cultural practitioners in joint projects, conferences and seminars, to reflect on the current situation and the challenges faced by managers of cultural and arts institutions and cultural policy makers.

Internetforen sind virtuelle Versammlungsorte, deren kommunikativen Kern - besonders bei politischen Diskursen - Argumentationen und Gegenargumentationen darstellen. Ziel der Studie ist es, die konstitutiven Sprechakte und sprachlichen Mittel des Gegenargumentierens in französischen Internetforumsbeiträgen zu europapolitischen Fragen zu ermitteln. Als Untersuchungskorpus dienen die polylogalen Diskussionen des von der Europäischen Kommission eingerichteten Internetforums 'Debate Europe', welches u.a. von frankophonen Internetnutzern zur informellen politischen Deliberation genutzt wird. Für die Arbeit wird eine etymologische, rhetorische und argumentationstheoretische (im Sinne der Pragma-Dialektik) Herangehensweise gewählt.

Er hat mit Helfern und Politikern gesprochen, vor allem aber mit den Flüchtlingen aus Syrien, Afghanistan und anderen Ländern: Was treibt sie fort, und warum wollen sie alle nach Deutschland? Auf meisterhafte Weise macht er an unscheinbaren Details deutlich, welche kulturellen und politischen Konflikte die Menschen buchstäblich in Bewegung setzen – und wie Europa auf die Flüchtlinge reagiert.

Les expériences communes des Européens conduisent-elles à une « européanisation des consciences » ? L¿amorce d¿un processus de construction européenne au XXe siècle, et notamment après 1945, s¿est nourrie d¿un narratif mettant en valeur l¿apport de ce processus à la paix, au développement socio-économique et à l¿enracinement démocratique. Ce narratif est présent dans l¿ensemble des discours et décliné à travers des adaptations nationales dans la majeure partie des États membres de l¿UE. En panne aujourd¿hui, il mérite d¿être interrogé. Ne favorise-t-il pas des « mémoires concurrentes », rendent difficile l¿émergence de lieux de mémoire européens ? Compte tenu, justement, de certains événements mémoriels : centenaire de la Grande Guerre, soixantième anniversaire du déclenchement de la guerre d¿Algérie, conférence de Genève de 1954 qui scelle la fin de la première guerre d¿Indochine, échec de la CED en 1954 qui lance le processus de réarmement de l¿Allemagne, les auteurs des contributions réunies dans ces actes réfléchissent à la thématique de la destinée européenne, autour de trois axes : les conflits européens (ces « guerres civiles européennes »), les victimes, et les processus de pacification. Ce volume se veut un hommage rendu à l¿¿uvre de l¿homme qui, dans les murs de sa maison de Scy-Chazelles, a réfléchi à la paix européenne. Il voudrait ainsi permettre le dépassement de cette classique destinée européenne évoquée par le titre de la manifestation.

This book is a first exploratory inquiry into possible educational selectivity effects of the European Social Fund (ESF). It assesses the extent of the gap between the social policy objectives set through regulatory competences in multi-level governance and the structure of incentives it breeds in practice, with a broad range of implications for the capacity of the government to control for an equitable distribution of services at the community level. The chapters emphasize the educational selectivity involved in national policy decisions concerning ESF implementation in the five countries, the role of informal mechanisms in fine-tuning implementation, the negative effects of formalization and failures in accommodating the complexity of goals which characterizes the ESF, as well as the overall fairness of ESF implementation towards the most disadvantaged groups in society. The empirical analysis suggests that social-service delivery contracting as an instrument of governance is no longer regulating against risks for beneficiaries, but fuels increased social division in access to public services. The book is the result of the Educational selectivity effects of the European Social Fund project (July 2012 and December 2013), developed with the support of the Education Support Program of the Open Society Foundations.

This book looks both backward and forward with regard to the European Union's political strategies towards its neighbouring countries. By bringing together the perspectives of critical geopolitics, policy studies and border studies, it presents a comprehensive review of the European Neighbourhood Policy and how it impacts the ongoing construction of the EU's external frontiers.Is the EU committed to promoting integration in a 'wider' European space, or is a "fortress Europe" emerging where the strengthening of internal cohesion is coupled with the militarisation of its external borders? The book aims to problematize this question by showing how the EU's external policies are based on a mixture of openness and closure, inclusion and exclusion, cooperation and securitisation. The European Neighbourhood Policy is a controversial strategy where regionalization and bordering, homogenisations and differentiations, centrifugal and centripetal forces proceed side-by-side, in an explicit attempt to construct a selective, mobile and fragmented border.A specific focus is devoted to the diversity of geo-strategies the EU is pursuing in its neighbouring countries and regions, macro-regional strategies and cross-border cooperation initiatives as new scales of cooperation, and the role of other global players.

Despite the success of policymakers and the European Central Bank in calming down financial markets since the summer of 2012, European leaders are still facing formidable challenges in making the single currency work in a complex environment. This book starts with a review of the necessary elements of a currency union and highlights the reasons why the system has run into its present troubles. It points to important policy recommendations to be drawn from a structural analysis of the currency union, achievements and failures of the currency union and ways to improve fiscal sustainability and arrive at stable macroeconomic performance for the union. It highlights the importance and the effectiveness of structural reforms that have to accompany fiscal consolidation and discusses the appropriate tools of crisis management and why a restructuring of the Eurozone is not the right step. Based on these considerations, a long-term target picture for the Eurozone as a part of the EU is outlined, providing a valuable contribution to a hopefully intense public debate in the coming years.

,The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour. Finally, Part III presents findings of empirical research on the issue of political participation. Combining theoretical and empirical perspectives, the book contributes towards a better understanding of the disquieting trend of voter apathy and disenchantment with politics in the context of the ongoing process of European integration, and offers a variety of analytical tools for decoding both the emergence of alternative conceptualizations of citizenship and other forms of meaningful civic and political engagement.
