Enhancing Participation in the Arts in the EU
In this book, participation in the arts is analyzed as a substantial contributory factor to European citizenship, and also as a tool for improving individual and societal wellbeing through educational and inclusive policies. It offers an up-to-date overview of ongoing research on the measurement and analysis of, and prospects for, traditional and new forms of cultural engagement in Europe. It describes and assesses available methods and participation in the arts and seeks to determine how and to what extent the various drivers, policies and barriers matter. This publication is the final output of the work done by the members of the EU Project ¿Assessing effective tools to enhance cultural participation,¿ which brought together social scientists and cultural practitioners in joint projects, conferences and seminars, to reflect on the current situation and the challenges faced by managers of cultural and arts institutions and cultural policy makers.

Gegenargumentieren in der Digitalkultur
Internetforen sind virtuelle Versammlungsorte, deren kommunikativen Kern - besonders bei politischen Diskursen - Argumentationen und Gegenargumentationen darstellen. Ziel der Studie ist es, die konstitutiven Sprechakte und sprachlichen Mittel des Gegenargumentierens in französischen Internetforumsbeiträgen zu europapolitischen Fragen zu ermitteln. Als Untersuchungskorpus dienen die polylogalen Diskussionen des von der Europäischen Kommission eingerichteten Internetforums 'Debate Europe', welches u.a. von frankophonen Internetnutzern zur informellen politischen Deliberation genutzt wird. Für die Arbeit wird eine etymologische, rhetorische und argumentationstheoretische (im Sinne der Pragma-Dialektik) Herangehensweise gewählt.

Guerre et Paix
Les expériences communes des Européens conduisent-elles à une « européanisation des consciences » ? Compte tenu, justement, de certains événements mémoriels : centenaire de la Grande Guerre, soixantième anniversaire du déclenchement de la guerre d¿Algérie, conférence de Genève de 1954 qui scelle la fin de la première guerre d¿Indochine, échec de la CED en 1954 qui lance le processus de réarmement de l¿Allemagne, les auteurs des contributions réunies dans ces actes réfléchissent à la thématique de la destinée européenne, autour de trois axes : les conflits européens (ces « guerres civiles européennes »), les victimes, et les processus de pacification. Ce volume se veut un hommage rendu à l¿¿uvre de l¿homme qui, dans les murs de sa maison de Scy-Chazelles, a réfléchi à la paix européenne. Il voudrait ainsi permettre le dépassement de cette classique destinée européenne évoquée par le titre de la manifestation.

The Governance of Educational Welfare Markets
This book is a first exploratory inquiry into possible educational selectivity effects of the European Social Fund (ESF). It assesses the extent of the gap between the social policy objectives set through regulatory competences in multi-level governance and the structure of incentives it breeds in practice, with a broad range of implications for the capacity of the government to control for an equitable distribution of services at the community level. The chapters emphasize the educational selectivity involved in national policy decisions concerning ESF implementation in the five countries, the role of informal mechanisms in fine-tuning implementation, the negative effects of formalization and failures in accommodating the complexity of goals which characterizes the ESF, as well as the overall fairness of ESF implementation towards the most disadvantaged groups in society. The empirical analysis suggests that social-service delivery contracting as an instrument of governance is no longer regulating against risks for beneficiaries, but fuels increased social division in access to public services. The book is the result of the Educational selectivity effects of the European Social Fund project (July 2012 and December 2013), developed with the support of the Education Support Program of the Open Society Foundations.

Emerging from the Euro Debt Crisis
Despite the success of policymakers and the European Central Bank in calming down financial markets since the summer of 2012, European leaders are still facing formidable challenges in making the single currency work in a complex environment. This book starts with a review of the necessary elements of a currency union and highlights the reasons why the system has run into its present troubles. It points to important policy recommendations to be drawn from a structural analysis of the currency union, achievements and failures of the currency union and ways to improve fiscal sustainability and arrive at stable macroeconomic performance for the union. ,The papers in this collection, written by a cross-regional group of experts, provide insights into the causes of declining levels of citizen participation and other distinct forms of civic activism in Europe and explore a range of factors contributing to apathy and eventually disengagement from vital political processes and institutions. At the same time, this volume examines informal or unconventional types of civic engagement and political participation corresponding to the rapid advances in culture, technology and social networking. The volume is divided into three interrelated parts: Part I consists of critical essays in the form of theoretical approaches to analysing weakening political participation and citizen estrangement; Part II is dedicated to an exploration of the role and deployment of technologically advanced media, such as the internet, as determinants of changing patterns of political participationist behaviour.
